If you want mods, use regular Red Alert 3. There is a mod out there that allows Red Alert 3 to have the new units featured in Uprising Upheaval if you're just dead set on the game due to that aspect. Uprising is more of an offline adventure expansion. Regular Red Alert 3 has an SDK for it, and is much easier to work with including the fact that you can actually go online with it.
Plus, there's no real reason to make mods for it in the first place. Very difficult to make mods for this game, as there is no SDK for people to use to make mods for it.
